CBI report warns police over HR spendingThe police service's human resources (HR) management costs almost double that of any other public sector organisations, according to a new Confederation of British Industry (CBI) report.

Frontline Force: Proposals For More Effective Policing, published today (March 31st), reveals that the police spend £211 million annually in order to allow each force nationwide to provide its own finance management and HR services.

The CBI also states that the ratio of HR employees to general staff in the police is 1:63, costing £496 per permanent employee - whereas this ratio is 1:115 across the rest of the public sector, costing £261 per full-time member of staff.

Other recommendations from the report include a pay freeze for police staff in order to save jobs, and that forces should work together to reduce the overlap of services provided by the police.

The Police Federation has accused the report of being "biased" and chairman Paul McKeever said: "The report is a double-edged sword - it contains many sensible recommendations and also several ill-informed suggestions."

However, the Association of Chief Police Officers' lead on futures and chief constable Mark Rowley, said: "This report does reflect the need for properly informed debate about policing."
