"Clearly there is so much speculation as to what limits are to be introduced - we need to see the details, really," he remarked.

The comments follow an announcement by home secretary Theresa May in recent days, who said that net migration will be scaled back from hundreds of thousands to tens of thousands.

Confederation of British Industry deputy director-general John Cridland welcomed the government's decision to consult on the matter and said it is essential to enable highly-skilled workers the chance to achieve permits.
